That&#039;s exactly what happens. The education budget in CA as well as the entire budget in CA has gone up every year. Arnold hasn&#039;t cut anything. First of all the state legislature (Democrat) sends him a budget and he signs it. 

The news media in CA and every state agency is hollering about cuts (especially the Education department here in CA) and it ISN&#039;T TRUE. There ain&#039;t no cuts and the dominant media here in CA aren&#039;t going to tell people that. They are just going to ASSIST the democrat leadership in attacking Arnold.</description>

		<description>I&#039;d have to go look back to where I read it...somewhere on straightdope.com, but the ACE budget for 2000 was 3.9 billion.  The budget for 2005 was 4.0 billion...so....

I do wonder...and this is just 100% speculation on my part...if when they say budget cuts, they are refering to the amount of reduction in requested funds.  Every year I request something like $10,000 in funds for my VocEd class, and every year I get $3000.  I suppose I could say my budget was cut by 70%, but that&#039;s not quite accurate.  

The budget for the entire country&#039;s projects was raised, but those particular projects did not get funded, for whatever reason.  And to be honest, from what I&#039;m reading, they were valid reasons at the time that ended up, in the long run, being the wrong call, but those are the kinds of calls you have to make.  

Argh, I don&#039;t know.  I have to get ready for class and my brain is already pounding..</description>
