		<description>When dealing with a natural disaster there is that nasty little problem of States rights.  You see FEMA in their charter can only opporate in an emergency.  If the disaster hasn&#039;t happened it is abit hard to have an emergency.  I applaud Brown for having everything there ready and waiting.  I think that General Honore hit the nail on the head when he was talking to the reports about Hurricane Rita.  These pinheaded reporters wanted to know why this wasn&#039;t done for Katrina what was being done for Rita.  Honore stepped forward and called them on it.  Told them that they had a choice to be part of the solution not part of the problem  You see in Katrina the News reports were absolutely part of the problem.  They did confuse folk.  Including those in charge.  Then there are other oddities like the whole waiting 24 hours to decide if this was an emergency situation.  GOOD GOD WOMAN THERE IS  A CAT 5 HURRICANE HEADING FOR YOUR CITY.  It&#039;s a damn emergency.  Hell I have no doubt in my mind that Gov. Blanco had to get on the phone and do a conference call with Hill and Bill and Kerry and...... whoever, that is why she needed the 24 hours on Saturday to decide to declare a state of emergency on Sunday.  This whole thing with how Katrina was handled was just another attempt to make Bush look bad.  There is no argument or &quot;document&quot;, especially if Dan Rather&#039;s fingerprints are on it, that will change my mind. But what is imperative for you to understand is that FEMA is not what the press seemed to ALL OF A SUDDENT think FEMA was supposed to be. There are a NUMBER of organizations (over 100) that worked together AFTER the Katrina DISASTER. 

There were government organizations and private organizations and all I hope you can LEARN is that individuals everywhere failed in their responsibility to:
1) Report accurately (the press)
2) Evacuate (the citizens)
3) Work cooperatively with allowing American Red Cross to bring supplies to those who need it (Louisiana Department of Health Services)
4) Make decisions (Governor Blanco as reported by Mayor Nagin wouldn&#039;t decide for over a day)

The U.S. Army Corp of Engineers only were funded by all previous Congresses and Louisiana to protect New Orleans up to a category 3 hurricane. I will NOT sit here and fault the Army Corp of Engineers nor the people who funded their work (though I will fault people in Louisisana who diverted funds to other projects). Katrina was Category 5 and it was the fault of the politicians at the state and federal level for CARING more about entitlement programs rather than INFRASTRUCTURE. 

Infrastructure is more important yet liberals want to grow government and impoverish our ability to take care of infrastructure. CA used to spend up to 20% of it&#039;s funds on infrastructure decades ago. Now it spends less than 1%. Aint that great. Maybe you can look up some time the levee problems surrounding Sacramento where I live and then when the disaster hits you can CALLOUSLY call into question FEMA&#039;s response (many great caring individuals work there) or Army Corp of Engineer&#039;s lack of whatever.

You are irresponsible at best. You are lazy and don&#039;t do your homework and I&#039;m sorry ST but Tommy is not responsible with his words and now I&#039;m calling him on it.</description>

They did. The court martials were going on before the press got a hold of it. Then the NY Times ran more than 40 front pagers as if no disciplinary action was going on. Probably why you had the impression that none was being taken until the press got a hold of it. Really Tommy you must start reading more.

I don&#039;t believe amnesty should be granted. It happened before and exacerbated the problem because more people thought they just needed to get here and then they could be citizens whether through future amnesty&#039;s or the past one or what. Those who are here illegally should not be here. Once you start deportations the rest of the illegal immigrants would get the hint that they can&#039;t stay. We just need to start. 1 or 2 or 3 or 100. Just start. That&#039;s my feeling. It doesn&#039;t cost much to start. It&#039;s the job of existing INS as far as I&#039;m concerned. INS is not the reason for the budget problem either. 

And yes. Border Patrol should be beefed up and and a fence should erected. The environment is being hurt in that area of the country and home owners are losing their homes property value and are moving out. Farmers have had to abandon their land. 

I&#039;m sorry you are so unhappy that you make this thread intersting. And I&#039;m sorry to go off topic ST. The point here is that there are real problems and solutions that could be debated. Democrats just seem to be over-crisis oriented and seem to be quick to call Republicans NOT caring and INCOMPETENT and want to focus on impeaching someone for doing something that every president has done since FISA. 

It&#039;d be good if Democrats changed. I don&#039;t have the magic words to do such. And you&#039;d think I would since I was a liberal pre-1991.</description>

<p>They did. The court martials were going on before the press got a hold of it. Then the NY Times ran more than 40 front pagers as if no disciplinary action was going on.
