It worked in Spain - a cowering public installed a more AQ-friendly government. It failed on 7/7 in Britain because Tony Blair remained steadfast and most Britons stayed with him. So this is an attempt to hit the new government with a crisis while it is still organizing, hoping to capitalize on the confusion and win concessions, if not a complete reversal of British policy.
