The Illinois Secretary of State is probably blowing smoke: there’s nothing in the Constitution or in the relevant state law that requires him to certify the appointment. He’s just trying to make himself look good, much like AG Madigan and that ludicrous suit she filed to declare Blago disabled.

And speaking of impotence , it’s an open question as to whether Harry Reid (D-Casino) can legally refuse to seat Burris.
