If there are not more smokers they will eventually pay for this from your tax dollars. It's like gambling in Iowa. It started out at 200.00 limits, then of course there was just no money in that so a couple of years later, it went to no limit. Or perhaps the old telephone tax, years later it shows up as a credit on our income tax, but no one got any refunds for the years and years it was charged and not used as it was intended.
